CMS publishes a 173-page ABA toolkit for state Medicaid programs

· Reported by Behavioral Health Business

What the toolkit is

Behavioral Health Business reported on August 5, 2026 that CMS issued a 173 page guide titled the State Medicaid and Children's Health Insurance Program Applied Behavior Analysis Toolkit. It is written for state Medicaid programs that are reviewing how they cover and oversee ABA, and the report describes it as non-binding. Our Federal auditors dossier tracks the same document from the primary text. This brief covers what the trade report highlights.

What it says, as reported

The report says the toolkit repeatedly notes that states are not required to cover ABA and that CMS does not endorse or require any particular treatment modality for autism spectrum disorder. Measured by page count, clinical standards and provider credentialing get the most attention. It says higher intensity services should not be authorized by default and should depend on documented needs and goals in individualized treatment plans. It finds no consensus on a set number of treatment hours and suggests tying intensity to severity.

The numbers, as reported

Behavioral Health Business reported that the toolkit puts Medicaid and CHIP spending on ABA at about $1.94 billion in 2021 and $10.1 billion in 2025, and says the number of children with an autism diagnosis receiving ABA grew 189 percent. We have not checked these figures against the toolkit itself.

Why it matters to an operator

Analysis: A toolkit is guidance, not a rule, but state Medicaid programs that are tightening authorization and audit practice now have a federal reference point for what documentation should look like. Clinics whose treatment plans do not show why a given intensity was authorized, or that cannot show a credentialing trail for each technician, are the ones those reviews reach first.

If your treatment plans and credentialing files would not hold up to a reviewer's questions, the compliance audit assesses your documentation and structure before anyone asks, with a prioritized fix list, alongside your counsel. If you have already received an audit or records request, call your counsel first.
