Licensure rests on current BACB certification as a BCBA (for the licensed-behavior-analyst tier) or BCaBA (for the certified-assistant-behavior-analyst tier), with no separate Oklahoma examination. Renewal falls on or before April 30 of each odd-numbered year under both the current and the amended statute. Licensure lets you practice; credentialing with Medicaid and commercial plans is a separate step before you can bill.
Looking for the national credential behind the state rules? This page covers Oklahoma. For the BACB path itself (degree, coursework, fieldwork, exam, recertification), see how to become a BCBA.

Is ABA licensed in Oklahoma, and under which agency
Yes. Oklahoma licenses behavior analysts and certifies assistant behavior analysts under Title 59, Section 1928 of the Oklahoma Statutes (59 O.S. § 1928). This guide fetched the enrolled text of Senate Bill 1557 of 2026 directly, which shows the statute's own transition plainly: through October 31, 2026, the licensing and certifying authority was the Developmental Disabilities Services Division of the Department of Human Services, and effective November 1, 2026, that authority shifted entirely to the State Board of Examiners of Psychologists, which also gains exclusive power to determine the qualifications and fitness of all applicants (59 O.S. § 1928(C), as amended by SB1557 (2026), eff. Nov. 1, 2026). The transition took effect on November 1, 2026, so a reader checking this page now should treat the State Board of Examiners of Psychologists as the licensing authority, while noting that the Board's home page still told licensees to keep dealing with OLBAB until further notice as of November 2, 2026.
The credential tiers: analyst and assistant
Oklahoma names two tiers under the same section, with an asymmetric label worth noting: the BCBA-level tier is called the "licensed behavior analyst," and the BCaBA-level tier is called the "certified assistant behavior analyst," not a parallel "licensed assistant" title (59 O.S. § 1928(A)(4), (5)). Both tiers are issued by the same administering authority, before and after the November 2026 transition.
The BACB foundation
Licensure rests on current BACB certification. An applicant must be certified by the Behavior Analyst Certification Board as a board certified behavior analyst, for the licensed tier, or a board certified assistant behavior analyst, for the certified tier, and must have passed the applicable BACB examination (59 O.S. § 1928(B)(3)). The statute also requires the applicant to hold at least the minimum graduate or undergraduate degree, appropriate to the level of certification, from an accredited institution, in a qualifying field of study as determined by the BACB (59 O.S. § 1928(B)(5)); this page does not restate the BACB's own degree, coursework, or fieldwork hour requirements, since those live with the certifying body and are covered in the national guide linked above.
What it takes to get licensed
An applicant applies to the administering authority using its prescribed form and furnishes evidence of good moral character, being at least 21 years old, passing the BACB examination and holding the applicable BACB certification, having no unresolved adverse licensure or disciplinary history in any jurisdiction, and holding the qualifying degree described above (59 O.S. § 1928(B)). Effective with SB1557 of 2026, the Board must also require every applicant to submit to a national criminal history record check, and the Board may not disseminate the resulting criminal history information (59 O.S. § 1928(C), as amended by SB1557 (2026)). There is no separate Oklahoma examination; the state relies on the BACB's own examination.
Title protection, practice restriction, and exemptions
No person may claim the title of licensed behavior analyst or certified assistant behavior analyst without meeting the applicable requirements, and no person may practice applied behavior analysis without obtaining the license or certification, with supervisees permitted to provide services only under a licensed behavior analyst's supervision (59 O.S. § 1928(F)(1)). A violation is punishable by a fine of not more than $500, suspension or revocation of the license or certification, or both (59 O.S. § 1928(F)(2)). The statute's own exemption list, which this guide read directly, carves out two categories: "human services professionals," meaning individuals separately licensed or certified in Oklahoma as physical therapists, occupational therapists, clinical or masters social workers, psychologists, speech-language pathologists or audiologists, licensed professional counselors, licensed marital and family therapists, or licensed behavioral practitioners, when practicing applied behavior analysis within the scope and training level of their own profession; and a narrower exemption for a qualifying-degree holder actively participating in the applied behavior analysis treatment pilot project, and for school-district employees providing services solely under the Individuals with Disabilities Education Act (59 O.S. § 1928(F)(1), (H)).
The regulator transition is the single fact that makes this page time-sensitive: the same statute, the same requirements, but a different agency answering the phone depending on whether the matter dates from before or after November 1, 2026.
Supervision rules
A supervisee, defined as a person acting under the extended authority of a licensed behavior analyst to provide applied behavior analysis services, or a person in training to provide such services, may only provide those services under a licensed behavior analyst's supervision (59 O.S. § 1928(A)(6), (F)(1)). This guide found no additional Oklahoma-specific numeric supervision schedule (session counts, hour minimums) in the statute text read; the practical supervision standard appears to follow the certifying entity's own requirements. Confirm with the administering authority whether a more specific supervision rule has been adopted by regulation.
Renewal, fees, and continuing education
A person holding a state license or certification must apply for renewal on or before April 30 of each odd-numbered year, a biennial cycle unchanged by the 2026 amendment (59 O.S. § 1928(D)). A licensee or certificant must maintain active status and fulfill all requirements for renewal or recertification with the BACB, and must conduct professional activities consistent with the BACB's own Ethics Code for Behavior Analysts (59 O.S. § 1928(E)); the statute sets no separate Oklahoma continuing-education hour count beyond maintaining BACB certification. The 2026 amendment caps the fee the administering authority may charge for issuance or renewal of a license or certification at no more than $100, sufficient to cover its own cost and expense (59 O.S. § 1928(G)(3), as amended by SB1557 (2026), eff. Nov. 1, 2026); this is the statutory ceiling taking effect with the transition, not necessarily the exact fee charged before that date, so confirm the currently charged fee with the administering authority.
Getting credentialed with payors
Licensure lets you practice; credentialing lets you bill, and they are separate processes with separate timelines. After licensure, a provider enrolls with Oklahoma Medicaid, administered as SoonerCare, and credentials with commercial plans, most of which draw provider data from CAQH. Credentialing verifies the license and history and is followed by periodic revalidation. The billing entity and its ownership are disclosed during enrollment, which is where licensing meets the entity and ownership questions covered elsewhere in this guide. What each payor covers and pays for ABA is a separate topic on the Medicaid and insurance page. A sale or expansion in Oklahoma turns on more than licensing: the Oklahoma sale and expansion guide covers the covenant and Medicaid.
Oklahoma-specific wrinkles
Three features stand out. First, the regulator transition itself: SB1557 of 2026 moved licensing authority from a developmental-disabilities division inside the human-services department to a dedicated psychology board, effective November 1, 2026, which is a structural shift in who investigates complaints and sets rules, not just a rename. Second, the amendment adds the national criminal-history-record-check requirement that did not previously exist in this section, so an applicant filing close to the transition date should expect this new step regardless of which agency processes the application. Third, the human-services-professional exemption is unusually broad and explicitly enumerated, naming eight other licensed professions by their own Oklahoma statute sections rather than using a general "scope of practice" test, which makes it one of the more legible exemption lists in this guide.
How licensing connects to the rest of your compliance stack
Licensing is the credential the rest of the structure is built around:
- Entity and ownership. Oklahoma's Professional Entity Act reaches only a closed, enumerated list of licensed professions, and behavior analysis is not on it. See the Oklahoma entity page and the Oklahoma ownership page.
- Medicaid and insurance. Licensure and credentialing are prerequisites to coverage; what is covered and paid is separate. See Medicaid and insurance mandates.
- Facility and records. Supervision and treatment documentation carry into facility and HIPAA compliance. See facility licensure and HIPAA.
Becoming licensed and credentialed in Oklahoma: the sequence
- Obtain BACB certification. BCBA for the licensed-analyst tier, BCaBA for the certified-assistant tier.
- Apply to the administering authority. The Division before November 1, 2026, the Board from that date; submit the application, fee, and required attestations to the Board.
- Complete the national criminal history record check. Required under the 2026 amendment regardless of filing date relative to the transition.
- Credential with payors. Enroll with Oklahoma Medicaid (SoonerCare) and credential with commercial plans, typically via CAQH.
- Renew by April 30 of each odd-numbered year. Maintain current BACB certification and the BACB's ethics standard, which satisfies the state's continuing-education condition.

Confirm which agency is answering applications on the date you file, since the transition date falls within the life of this page, and confirm the current application and renewal fee directly with that agency rather than relying on the statutory cap alone. Bring in counsel where licensure meets ownership or multistate practice, and confirm with the administering authority whether any supervision rule more specific than the statute text has been adopted.
The governing authorities to know are 59 O.S. § 1928 (the licensing statute) and Senate Bill 1557 of 2026 (the regulator-transition amendment, effective November 1, 2026).
Oklahoma's behavior-analyst licensing authority is transitioning agencies on November 1, 2026, and this page relies on the enrolled text of SB1557 for that transition's specifics, not a confirmed current fee schedule from either agency's own page. The administering authority, the BACB, Oklahoma Medicaid, and each payor provide current requirements. Neither this page nor any secondary source should be relied on in place of direct verification with the relevant authorities.
